Payment changes to dispute-resolution bill likely to yield its passage

"Changes made to legislation that originally called for insurance companies to pay hospitals what they deem reasonable for out-of-network emergency bills or submit them to independent dispute resolution are expected to yield its passage. The legislative session ends today.

The changes involve the payment process for out-of-network emergency hospital charges.

First, insurers are required to make an initial payment to hospitals of at least 25% above the in-network rate for the service provided. The payment of this amount, the amended legislation's memo states, does not preclude either party from seeking independent dispute resolution, including for any part of the initial payment deemed unreasonable."
